procedure
I think this means the procedure that must be followed to complete a request. Please see http://dhrd.agri-jahad.ir/portal/Home/ShowPage.aspx?Object=R... for an example.
Note from asker:
thanks to everyone - I did use the word proceedings in my translation |

Thanks, but -- as I failed to post a discussion entry -- here are some points: "workflow" means the amount of work to and from an office while there is no "work flow" entry on Dictionary.com. Maybe it is "work flow-chart." Moreover, the first link in your discussion implies a procedure rather than a "workflow" or "work flow chart." Formally, your suggestion seems very good, but not meaning-wise.

: I had workflow in mind the instant I loaded up this page. Edward is 100% correct that workflow is the exact equivalent of گردشکار while procedure means روند کاری or روال.

Thanks for your comment. I thought گردشكار would be the Persian equivalent to روال or روند كاري. And, workflow is the amount of work to and from an office while what we are seeing here is the stages of completing something.

Discussion
Here is the legal definition of "abstract of record": http://www.answers.com/topic/abstract-of-record-2
Depending on the asker's context, "proceedings" could work.
Every other place I saw gardeshkar was in Persian websites where the meaning was "workflow".
It would be interesting to know how this word and its meanings developed and diverged.
For a very comprehensive discussion of the meaning, history, and application of the term workflow, check out:
http://en.wikipedia.org/wiki/Work_flow
It should be pretty obvious that the various Persian sites using gardeshkar (especially the ones that include workflow charts) are using this concept and not "procedure"
This was from another computer website:
گردشکار، نشان دهنده جریان کار در محیط های سازمانی است که نوعا شامل چندین فعالیت می باشد و اجرای خودکار آنها توسط سیستمهای مدیریت گردشکار انجام می شود.
This site is list of work flows
