انگشت نما شدن در فارسی بار معنایی منفی داره و به معنی رسوا یا ضایع شدن پیش چشم دیگرانه، و این یعنی کسی که انگشت نما میشه در یک زمینه، مثلا در اجتماع یا در یک فیلد کاری دیگه اعتباری واسش نمیمونه و به مظهر عملکرد نامطلوب یا حتی مایه ننگ و رسوایی تبدیل میشه

I have always heard it used in Persian in a negative context...this English usage is also negative.

I would say my suggestion is perfectly relevant. However, we could say:

They are frequently pointed out.
They are frequently targeted. (I like this one.)
