In Iranian D.T.A (Direct Taxation Act) they use ruling and verdict for رأی and decision for قرار. For example قرار صادره جلسه استماع is "Hearing decision". Decision is a temporary outcome of a trial or so which is issued due to the fact that enough evidences are not at hand for the judge to issue the FINAL ruling. Since every session needs an official outcome and the fact that enough evidences are not provided for the final ruling, they need to issue a decision.

  -> it depends...in reading the Persian Wikipedia above, my feeling is that "ruling" would be the best word in English...رأی in English is better translated as "verdict" or "decision"
