I would disagree with the government translations.

In English "supervised/unsupervised" especially in the context of children refers to children in a group such as a party, classroom, travel group, or some similar grouping, without a responsible adult in charge.

I believe the Persian context of بی سرپرست means the child/children do not have mothers/fathers (or other equivalent adult) in their family life. I remember once asking an Iranian how he would explain this term and he said کسی بالای سر بچه نبوده که این طوری عوضی در اومده

Since you are looking for a legalistic term/phrase in English, I can recommend the suggestion I have already given.

Thanks, but I do NOT need a descriptive equivalent. I'm seeking a highly formal equivalnet to be inserted into a legal document.
