Explanation:
"head of family" is the kind of term you are looking for here..."head of household" is also used, but I think for the Iranian context "family" is better.

بد سرپرست does not lend itself to a simple translation...there are a number of terms that you can find in the dictionary for سر پرست when we add بد it really makes it difficult...if we are looking for legal-type language in English "objectionable/inadmissible/unacceptable" are pretty good.

agree  Mohammad Kafili Gavgani: I agree with your suggestion, with a reservation about the exchangeability word "abused" for its former term. The term "abuser" has a far stronger connotation then the prefix "بد". Also, children without parents can be abused..compare: سرپرست in Farsi
