Here's the whole text:

"As qualificações económico-financeiras devem ser compatíveis com os encargos a serem suportados pelo concorrente e proporcionais à sua natureza e dimensão."

This is under "qualificaçao económico-financeira" in a Portuguese decree pertaining to procurement of public works. "Natureza" is where I'm thrown off - the literal "in proportion to its nature" sounds awful.

Dimension here is not applicable, IMO, as this surely refers to the amount or volume of money, or value. Tou'll see a lot of those "ornaments" in PT, as usual
