Source text - Spanish En este año se han venido sucediendo informaciones que confirman la creciente importancia económica del turismo mundial. Sin embargo, un informe de Sernatur indica que sólo el 2,1 por ciento de él es captado por los países sudamericanos, cifra que da cuenta del menor atractivo regional respecto de otros centros de mayor desarrollo. La participación chilena en el turismo continental es baja: 11,2 por ciento, con el tercer lugar, detrás de Brasil y Argentina. En 2005, los turistas extranjeros llegaron a 2,1 millones de personas y habrían dejado ingresos brutos por mil 386 millones de dólares.
El 60 por ciento de los viajes a Chile se explicaría por vacaciones. Los visitantes provienen en su mayoría de países limítrofes o cercanos, destacando Argentina, Perú, Bolivia y Brasil. El 52,3 por ciento se concentra en Santiago, y el 37,5 en la V Región. Se trata de un turismo más bien de ciudad, muy diferente de la imagen que a veces se proyecta de lugares exóticos o de aventura. Este último tiene una proyección importante, pero está aún lejos de ser masivo.
Hace poco, un estudio del Colegio de Ingenieros estimó que, con un plan estratégico adecuado, el sector podría representar hasta ocho por ciento del PIB en 2020, generando unos 14 mil millones de dólares. Por su parte, la Presidenta Bachelet anunció recientemente un plan que, hasta 2010, busca subir el ingreso anual de turistas a tres millones, apuntando al sector de altos ingresos y consolidando a Chile como potencia turística mundial. Para eso, el presupuesto 2007 destinaría tres mil 500 millones al fortalecimiento del sector.
Como todas las actividades productivas, el turismo internacional está muy determinado por los costos para los extranjeros, en lo que inciden mucho las distancias, las paridades cambiarias y las características históricas y naturales, así como las instalaciones y facilidades materiales. Pero lo más importante es remover las clásicas trabas al emprendimiento que caracterizan a Chile. No se trata de apoyos y recursos estatales especiales, sino de reducir los costos y regulaciones que en los últimos años se han multiplicado. Las propuestas en favor de crear organismos estatales, como subsecretarías o ministerios, o gastos de fomento y promoción, son de menor utilidad en relación con políticas que reduzcan costos o mejoren la productividad. Mucho más conducente es el proyecto MOP-Sernatur, que en el presupuesto 2007 asignaría 103 millones de dólares a mejorar la conectividad de 13 zonas chilenas con alto potencial turístico, pero escasa infraestructura
Translation - English This year a deluge of information has confirmed the increasing economic importance of worldwide tourism. However, a spokesman for Sernatur (Chile's Department of Tourism under the Economic Ministry) indicated that South American countries capture only 2.1 percent of the global tourism total, a figure that reveals the region's relatively minimal attractiveness compared with other more developed countries. Chile's share of the continent's tourism industry is also low at 11.2 percent, third place behind Argentina and Brazil. In 2005 an estimated 2.1 million visitors added US$386 million to the Chilean economy.
Sixty-percent of Chile's visitors travel here for vacation. For the most part, they come from nearby countries, particularly Argentina, Peru, Bolivia and Brazil. Last year, 52.3 percent of travelers stayed in Santiago, with another 37.5 percent traveling within Region V, pointing to a tourism industry focused on cities, very different from the frequent portrayals of exotic places or adventure sports. The latter is an important image yet still far from being a major one.
A recent study by the Colegio de Ingenieros estimated that with an adequate strategic plan the tourism sector could represent up to eight percent of GDP by 2020, generating US$14 billion dollars annually. For her part, President Bachelet recently announced a plan that seeks to increase the influx of tourists to three million by 2010, allocating higher investment in the tourism sector, and defining Chile as a world-class tourist destination. To that end, the 2007 budget designates US$7 million to strengthen the tourism industry.
As in all economically productive activities, international tourism is influenced by costs, as well as specific factors such exchange rates, the distance of travel, the historic and natural characteristics of the country, and the quality of facilities. The most important point is to remove the classic Chilean obstacles to entrepreneurial activity. Lowering barriers is not about state support and state resources, but rather a reduction in the costs and regulations that have multiplied in recent years. The proposals to create state organizations, such as under-secretaries or ministries, or to increase state investment in marketing and promotion, are less useful than policies that reduce costs and increase productivity. An excellent example is the MOP-Sernatur project that will receive US$103 million in 2007 to improve 13 Chilean zones with high tourism potential and little infrastructure.
