It's translated as "option" in Section 29 of the English version of lov om erverv av vannfall m.v. There's also this at the link below, on page 111, footnote 354:
"En håndgivelse er å gi noen en rett til å kjøpe en tomt på bestemte betingelser, som f.eks. at byggingen starter innen et år osv. Dersom betingelsene ikke oppfylles er det vanlig at rettigheten til tomten faller tilbake til håndgiveren uten at det skal betales erstatning for eventuelle kostnader og investeringer gjort i tomten."
I think it might be best as "option to buy", instead of just "option" as used in the translated act.

I should have mentioned that "option to buy" is commonly used here in the U.S. If it sounds too plebeian, you might think about "purchase option" or "option to purchase".

Discussion
In the first part, though: '....ervervet håndgivelse til et endelig salg'... leave out the buy and sell -> acquired an option for a final sale vs. 'purchase option' for a final sale.
I guess it will probably boil down to which one I think best suits the context - fortunately my document is a description of historic events, rather than a legal contract.
