This is how I would phrase, going back to maximum, as it's quite tricky. It's not really maximum excess i.e. surplus claims, but a cap on the amounts of excess for which the insured is his/her 'own insurer'.
'EXCESS LIMITS ON CLAIMS. ... Acknowledging these considerations, the insurer agreed to deduct only one £25 excess on the claim. AR (93) para 7.4 p. 39. ...'

excesses
Sounds like excesses in insurance policies. An excess is defined as a specified contribution towards the cost of a claim, payable by the policyholder.

claims against insurances not reinsured
Insurance companies frequently reinsure policies with other companies. "Egenregning(sandel)" is explained by Åge Lind (Forsikringsordbok) as "forskring beholdt av et selskap for egen regning, ikke avgitt til reassurandører, i.e. insurance retained by a company for its own account, not ceded to reinsurers.
