Perhaps could use Installation of (as given by IATE for konstituering av utvalg) or Approving the AGM? Sorry don't have time for any more input - but Appointment of the AGM doesn't sound right, and election of officers is too narrow (since they also approve the agenda)
Example sentence:

The President and the Executive Board are elected by the members, for a period of three years, at a legally constituted AGM

So how would you translate the heading "Konstituering av landsmøtet", Cetra - "Constitution of annual congress"? Because I wouldn't.

This is difficult, because there seems to be no exact equivalent in English.

My Danish dictionaries suggest
appointed a Chairman
or
elected officers

In your case, where all the various preliminaries are listed specifically, I would be tempted simply to leave it out, or write something like

The meeting opened with the approval ...
