Вадим, все просто, и понимать все нужно буквально: указывается твердость, равная половине измеренной величины, потому что, как указано в тексте, "testing is conducted on two stacked tablets". Таким образом, при измерениях получали фактически твердость двух таблеток, а на одну таблетку, соответственно, приходилась половина этой величины.
