philosophy I like this. Management is control. Control is in perhaps a slightly different sense management. Can we "manage" management? Of course. Those folks are the senior managers that manage their junior (subbordinate) managers. The job here is to have a person who checks to make sure that the controls are being performed as they should, in my interpretation. Deep, man.

a classic confrontation of inspection and control...sometimes there are controls, sometimes inspections, sometimes audits...in this context I like my "control" better, but Pavel's answer is hardly wrong.
