@jyuan:sorry about the typo "pronoun" It should be "proper noun": ...choose whatever the "proper noun" they want, be it hygiene, health, sanitation, or environment and sanitation. I'm just making possible suggestions, though.

Thank you for combing through the structure of the sentence. It makes the writer's intention more clearer. But don't you think the sentence would be more logic and unequivocal if there were "等单位” after "市容": 甲方应协助乙方协调与所在街道办事处、派出所、环卫、环保 规划、消防、市容等单位及周边居民的关系.
By the way, I searched online but didn't find such a separate department or office of city appearance. It is always a department of city appearance and environmental sanitation. If there isn't such a department, then, the listing is repeating itself. That's why I said it was illogic. Nevertheless, I totally agree to your reading of the sentence. Maybe, there is an office of city appearance or city image in the township.

市容单位 I just want to point out that 环卫、环保 规划、消防、市容 are all clearly (at least to me) referring to 单位 or (government) departments.

And I also agree with jyuan_us that 市 does not necessarily refer to city. 市容单位 exists at every administrative level, not just the city level. I'd think 'urban' fits the bill better than 'city'.

I was just pointing out the fallacy in your argument, and you suggested I "make my complaints to them"?Why should I do so? Whether they used the word in a wrong way or not is none of my business. First of all, if you think either city uses it wrong, you can make your complaints to them. I'm sure they will kindly accept your opinion.
Besides, I also suggest "environmental sanitation," but people have their own freedom to choose whatever the pronoun they want, be it hygiene, health, sanitation, or environment and sanitation. I'm just making possible suggestions, though.
Beyond that, there is no telling which one is correct. Sanitation is not the one and only subject in the issue of environment, nor is it exclusively related to environment. You don't know whether Guangzou city takes environment and sanitation as two separate fields or one issue unless you ask the relevant authorities.

illogic categorization The list includes physical offices, plan, and abstract ideas, all of which share the same verb "coordinate" as its nouns.
The "环卫" might be a shortened form for "市容环境卫生管理局" as "消防" is for "消防局." If it is, "市容" is probably more of an abstract idea, just like "周边居民的关系," than a department.
