Something to do with human resource management. I do not know whether it means appointment of staff or fixing the number of staff. Anyway, who can give me an English equivalent?

Depends on what kind of document you have there.
If it is General business: Designated Labor
If it is some kind of report or included in some accounting document: Expected Labor Hour/Hour of Labor.
