I think if the typist uses 五笔字型 or similar IME, 采 can be misentered as 了. Just my guess, because I don't use 五笔字型.

I believe the proper term should be "暖费". "了" is redundant.

Heating allowance or Heating expense

应该是指“采暖费”或“取暖费”。住户自己交的“采暖费”或“取暖费”不会是每人每年多少,而应该是每户每年多少。因此,这很可能是指中国大陆工作单位作为一种福利向员工提供的采暖费补贴或取暖费补贴(Heating allowance)。对于单位来说,就是Heating expense。住户自己交的那一部分才是Heating fee,但恐怕不会达到每人每年3000元(少数豪华私人住宅除外)。既然说“北方地区”,那就意味着是指普遍情况,而不是指个别情况。仅供参考。

Heating bills

Personally I think "heating bills" sounds more natural.

Examples:
