Air vice marshal and in American ranking system it is just Air Forces Major General
both the Biritsh and Americans do not write the word Staff, it is already conceived in that level of the rank that whoever reaches that level must have attended the command and staff college
the use of the word staff, such as staff sergeant does mean that he works in operations or operations command, not that he received the command & staff college, because NCOs do not joint such educational level
It is only used in the Arab World either as الركن أو أركان حرب
