justifiable circumstances
I would translate the text as follows: "observe the mitigating or aggravating criteria established in the present Rules of Good Conduct, as well as the objectively justifiable circumstances of the disciplinary offence commission."

: Surely "justifiable circumstances" can only relate to situations such as self-defence, consent, necessity or the lawful execution of a legal act?

Spanish term (edited):
circunstancias objetivamente atendibles
objectively viewable circumstances; objective circumstances
atendible: worthy of attention or consideration, Harrap's.
I'm unsure a disciplinary lapse can be 'justifiable' or 'warrantable' even in the circumstances.
Otherwise, this is one case where - exceptionally - a minimalist translation leaving out the 'atendible' does work.

Discussion
https://context.reverso.net/translation/spanish-english/aten... says nothing about “justifiable” being a translation for “atendible.”
https://www.definiciones-de.com/Sinonimos/de/atendible.php
This link does provide “justificable” as a synonym for “atendible.” However, the RAE does not https://dle.rae.es/atendible?m=form , and my copy of the Gran diccionario de la lengua española, does not either. In my previous discussion entry, Cabanellas streches the senses to “aceptable” and “fundado,” but neither of these amount to “justifiable.”
So, either “justificable” is a modern or regional synonym for “atendible,” and the institutional lexicographic works have been too slow to incorporate this additional sense, or “justificable” does not amount to “atendible.”
Merecedor de atención.
Aceptable o fundado cuando se refiere a peticiones, argumentos o excusas.
He has reasons... some of which are worthy of consideration and others not. TAO by Linguee...The disciplinary offence shall be considered to be a disciplinary offence if the circumstances of the disciplinary offence are objectively justifiable, in accordance with the mitigating or aggravating criteria set out in these Rules of Good Conduct, as well as the objectively justifiable circumstances of the disciplinary offence.
