I think that when they refer to the "contrato", what they mean is the cost of the contract, because how can a CONTRACT be trasladado to a tariff, right? But what would the right verb be in ENG for trasladar here?

There's no reason why a contract shouldn't be transferred to a different tariff, but we don't know what 'la tarifa' refers to. It could be mentioned in the previous paragraph, or there could be something missing after 'tarifa', such as 'fixed' or 'B' or 'off-peak'.
