Title XVI of the Reclamation Projects Authorization and Adjustment Act of 1992 (P.L. 102-575), commonly referred to as Title XVI, is the only federal program that provides funding specifically for water reuse projects in 17 western states and Hawaii. Participants can use the funds for planning, design and construction of water reuse projects in partnership with local government entities.

Water reuse (also commonly known as water recycling or water reclamation) reclaims water from a variety of sources then treats and reuses it for beneficial purposes such as agriculture and irrigation, potable water supplies, groundwater replenishment, industrial processes, and environmental restoration. Hi, Phil! In Europe people usually refer to water reuse/recycling. The EU has a Water Reuse Regulation.

Hi, Neil. In Spanish I've heard both reutilizar and reciclar agua. In English I think recycled water sounds better than reused water (Ugh!)

complaint / demand

I haven't found it in any other sense that is not a complaint or demand, honestly. It depends on the context.

So, the first phrase could be: "There is a complaint regarding ***the water supply*** coming from Tijuana." or "There is a ***water complaint*** coming from Tijuana."

I guess you can infer the meaning from the rest of context.

The third example could very well mean a system that the government is trying to apply for complaints regarding water.

The only one that doesn't really click with this is the second example you gave. But maybe it's the same as the third example.

neutral MollyRose : Even though RAE doesn't include this meaning, it is common for false cognates to be used, especially along the border between the U.S. and Mexico, where Tijuana is.
