ويدعي صاحب البلاغ أن المحكمة الدستورية أقرت في حكمها رقم 29/1981 المؤرخ 24 تموز/يوليه 1981، بأن من حق المستأنف أن يرفع استئنافاً بمجرد حصوله على المستخرج الرسمي للحكم.
The author claims that in judgement No. 29/1981 of 24 July 1981, the Constitutional Court accepted that an appellant was entitled to lodge an appeal once he was in possession of the official transcript of the sentence.
