@ kj - Controller is not normally a person, most of the time, it is a company, institution, etc. The GDPR even speaks of 'joint controllers' but as AllegroTrans has rightly said you can research all of this in the links that John posted in his answer and compare the wording.

If you compare the English and German versions of the text, "verantwortlicher" is (data) "controller" in English

In the sense that the "controller" as defined does not have to be a natural person, but can be a legal person or other body.
