No, I don't think translating is an easy job, though terms like 'concebir' don't usually cause me much trouble.

Not a non-pro question! I do not see the task of deciphering the meaning of the phrase from which the posted term is derived, and then formulating the latter in idiomatic English that fits in with the rest of the sentence, as being in any way "easy."

In other words, there was no real historical precedent ("modelos cercanos") either in Spanish history (I assume that this is what is meant by "local") or in recent world history ("temporalmente") that could serve as a model for conceiving the possibility ("que tuviera lugar") of a similar process taking place.

Obviously, more context would be helpful.

Oxford - one of the meanings of concebir is (entender, imaginar) and the translation is "imagine, conceive"

A colloquial way of saying it. Depending on the tone of the whole text, it could work.
If it's too colloquial, perhaps you can just use "consider".
