Since this seems to be about the development of educational materials in Swahili and French, I'm thinking it's possible that LOE refers to teachers of "Languages Other than English" (more commonly abbreviated as LOTE, but LOE is an option). I'd feel more confident about that if it said "LOE teachers/instructors," though...

Je pense que la réponse d'Abel est à creuser. En gestion de projet, l'"effort" (Level of Effort) est exprimé en mois/homme ou jours/homme par exemple. Dans votre cas, il s'agit peut-être de compléter le personnel du projet avec un effort de 2 mois/homme (1 homme qui travaillera sur le projet pendant 2 mois ou 2 hommes sur 1 mois par exemple).
