An "objection" is a valid lay term for this but is misleading, particularly when it is likely to be understood as:
In the law of the United States of America, an objection is a formal protest raised in court during a trial to disallow a witness's testimony or other evidence which would be in violation of the rules of evidence or other procedural law. An objection is typically raised after the opposing party asks a question of the witness, but before the witness can answer, or when the opposing party is about to enter something into evidence.

La excepción procesal es un medio de defensa, de fondo y de forma, por el cuál el demandado opone resistencia a la demanda del actor, resistencia que tienen la intención de destruir la marcha de la acción o la acción misma.

It's my understading that they are saying that this can only be done by [filing a] motion, such as a motion to dismiss based on lack of jurisdiction, considering that it wasn't filed through the applicable legal proceeding.
