Interpreting the 'context' laterally, I imagine it refers to a 'commentary' on what's happening 'en la vida interior', heard (by the viewer) as if it were being proclaimed outside using a loud-hailer (or loud-speaker). It's a variant on the 'voice-off' technique, where a disembodied voice explains stuff the audience can't happening see on stage.
Just this afternoon a conversation I was having with a client in my office was influenced (nay, interrupted) by the garbled announcements emitted through an aged loud-hailer by someone from a circus, driving round town making that deafening and largely indecipherable noise that means only: 'the circus is in town'.

Discussion
This is an 11-minute experimental film filmed in what were presumably dangerous times.
One interpretation would be that it's lamenting the foreseeable demise of independent filmmaking, journalism, etc... (this is my unfounded impression).
The "pregón" could well be a reference to the military orders, announcements...etc., issued by loudspeakers "afuera" in contrast to "normal life" inside. (Again, no evidence whatsoever).
NB. The expression used is "la voz deL afuera" - (not "de afuera"). The "Afuera" is now a different entity. (Videla dixit).
Just a thought.
the inner life is a room that the camera pans through slowly, the voice from the outside entering by means of the proclamation. the testament are the movie companions who are carrying an orange-colored coffin through the city first and then the snowy Patagonia
