In Qatar, it is differentiated between the word استقدام for employees, assistants, housemaids, etc. and استقدام for family members. According to the official documents issued from Immigration Department, the former is translated as recruiting, while the latter is translated as bringing-in.
For me, this is more convincing because the applicant does not recruit his family members, but bring them in. In other contexts, the word "joining" is used in the context of the brought in family member documents.
