Literally "borrowers on account of being liable for a bond," but this sounds weird like this in English. Since the term refers to some registration/registry of borrowers, I would consider just classifying the type of borrower in parentheses (by definition, a borrower/seller is liable for the bond). Someone else might have a better suggestion on how to get the point across without sounding odd in English.
