(prior) (import/export) licensing

Previos is short for "Permisos previos" which are import/export licenses, known in the world of Customs as "Prior licenses" or "prior licensing", meaining that a license must be obtained prior to importing or exporting the product. In this context it obviously refers to the area of the company or agency that deals with import/export licensing. You could probably just put "licensing" if the Customs context is understood, or you could add prior and/or import/export just to be clear if necessary.
