I would simply omit it. "El polo" is synonymous with "el epicentro", already used in the main clause. Here it carries the notion of a "point source" -- a single most significant point where things originate. That is exactly the meaning of "epicentre". I would simplify the sentence by saying something like:
"... continues to be the national epicentre, where high-quality works in this genre originate",
or:
"... giving rise to high-quality works"
"Centre" is good, but it lacks the meaning of "source".
"Location" and other synonyms lack the focus.
