From the same text about Egypt:
En la actualidad un tercio de la población está ocupada en el sector primario, but the main source of wealth comes from tourism, which forces Egypt to maintain high levels opero su principal fuente de riqueza es el turismo, lo que le obliga a mantener unos **niveles de seguridad ciudadana elevados**, objetivo que no siempre consigue.
Thanks

heightened levels of civilian security
In context, even just "heightened levels of security" can imply that it is civilian-related.

In the past Japan was proud of its image in the world of being an exceptionally safe country, but in recent years, the number of criminal cases that have been identified by the authorities has increased remarkably, while the clearance rate has dropped drastically and remains at a very low level, which makes the deterioration of public safety an issue of grave concern to the nation. In particular, exceptionally violent crimes attracting public attention and the occurrence close at hand of many offences committed by youngsters or by foreign nationals coming to Japan are making people uneasy about the maintenance of public order.

Failing necessary voluntary measures, local governments can institute economic incentives
and regulatory measures to reward best practices and prevent severe social impacts that need to be
resolved at public expense. Ultimately, in the face of private establishments that demonstrate no
long-term commitment to maintaining the preconditions for tourism—which include public safety,
environmental quality, infrastructure maintenance, and economic justice—local authorities need to
use all powers available to protect the cultural and environmental wealth that make an attractive
tourist destination.

Jack, if you google "Public Safety + Homeland Security" you'll see that it's not just about a slippery sidewalk. They work together, and in many states, the dept is called "Public Safety and Homeland Security".
