This is a proposal of wastewater treatment in an industrial farm

"En la laguna aireada el suministro de oxigeno al agua promulga la proliferacion y crecimiento de microorganismos que degradaran la materia organica para sobrevivir y mantener su tasa energetica"

How can I translate this? Can I use "energy rate"? Doesn't it change the sense of the whole sentence?

I think your option is right, since "rate" (tasa) gives the idea of "amount", in clear connection with the sense of the phrase.
