seems to me their saying that the expenses hit the smaller spaces harder....

its a question of scale,see below

the spending quota is arrived at by means of criteria which gauge the surface area of the space under development, so that smaller spaces have a cost effectiveness greater than larger ones,metre for square metre.
hence I would translate gastos de aplicación as cost effictiveness.

I agree with Marian. It seems to me that they're saying the smaller places are hit harder in terms of expenses. This may be one way of saying it...
