Is there an equivalent to the German Duden (volume 9) for the English and French languages? This volume covers "cases of doubt".

I'm not sure for French, but Fowler's modern English usage is probably what you are looking for when it comes to English

For French there are various "Guide du bon usage": Grévisse, Bescherelle are the most popular.

Look for a recent update.
