Does "TM penalties" option work?

I encounter the situation when 'TM penalties' value for specified TM does not subtract the penalty from the match:

Here, for specified TM, the "TM penalties" is set 7%, but it has no effect on match for segments (this is thoroughly checked)

Аs a whole, this option works?

I can confirm the function works, I use it regularly.

Perhaps you've misspelt the TM name (the UI is awful)?

I use this very frequently and it does work.

Are you sure the TM settings in which you defined this penalty is enabled (checkbox ticked)? Also, are you sure the name of the TM you defined in the TM settings is exactly the right name of the memory in question?

Because I missed, that besides adjusting penalties in the "TM settings" section in Options, for applying the settings to a specified TM, it is necessary to assign this setting to this specified TM (Translation memories > Settings > Select TM Settings). I'm sure, that experienced users know this all too well
