Subject: Filling up the post of Research Officer (RO) in the pay scale of Rs. 15600-34800 with Grade Pay Rs 5,400 in PB-3 in Ministry, New Delhi.
The post of Research Officer (RO) in the pay scale of Rs. 15600-34800 with Grade Pay Rs. 5,400 in PB-3 is proposed to be filled in Ministry , New Delhi on deputation basis through Search-cum-Selection process as laid down in DOP&T’s Office Memorandum no 28/13/2006-EO(SM.II) dated 3.7.2006.
2. The eligibility criteria for appointment to the post of Research Officer is as under:-
Eligibility Criteria:
(i) Officers under the Central or State Government or Union territory administrations should holding analogous posts on regular basis in the parent cadre or department
OR
Officers should have five years service in the grade rendered after appointment thereto on regular basis in PB-2 in the pay scale of Rs 9300-34800 with Grade Pay of Rs. 4600/- or equivalent in the parent cadre or department.
(ii) The officer should possess the educational qualifications and experience as under:-
Essential:
(i) Master’s Degree in Sociology or Social work or Anthropology or Economics or Mathematics/ Statistics or Geography from a recognized University or Institute.
Desirable:
(i) One year experience of writing or editing articles on matters related to Tribal Development, Tribal Welfare, Customary Tribal Laws, etc. in leading National Dailies or Journal as evidenced through copies of published work.
(iii) The officer should have three years experience, out of which two years should be in research or training or planning in the field of economic development or social services or welfare of Scheduled Tribes or in implementation or social sectoral programmes or tribal development programmes and one year should be in statistical data collection and analysis.
3. The job description of the post of Research Officer, bio-data performa and details and eligibility conditions for the post are enclosed.
4. The period of deputation including period of deputation in another ex-cadre post held immediately preceeding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed three years.
5. Officers selected will have the option to draw his grade pay plus deputation (duty) allowance or to have his pay fixed in the pay scale of the post in accordance with the Departmental of Personnel and Training O.M. No. 2/29/91-Estt.(Pay-II) dated 5.1.1994 as amended from time to time.
6. This vacancy is also being advertised in the employment News/Rojgar Samachar and in local Newspaper viz. Hindustan Times. Application in the enclosed proforma of interested and eligible officers who can be spared in the event of their selection may be forwarded, in triplicate to this Department within 60 days from the date of advertisement of this vacancy in the Employment News/ Rojgar Samachar. While forwarding the applications it is mandatory to verify and certify that particulars furnished by the officer are correct. The following documents also need to be sent along with the application:-
(i) Vigilance clearance that no vigilance case is either pending or contemplated against the candidate;
(ii) Integrity Certificate
(iii) Major/Minor Penalty statement during last ten years;
(iv) Cadre clearance from the cadre controlling/appointing authority if applicable; and
(v) Photo Copies of ACRs/APARs of last five years duly attested by an officer not below the rank of an Under Secretary to the Government. If for some reason, the ACR/APARs of the officer have not been written for a particular year or a part (for more than three months) of a year, a ‘No Report Certificate’ (NRC) for that period may be sent along with the ACRs/ APARs of the Corresponding previous year(s).
7. The maximum age limit for this appointment by deputation should not exceed 56 years as on the closing date of the receipt of application.
8. Applications should be sent through the Cadre Controlling Authority/Department of application to the Deputy Secretary (Admin), Ministry New Delhi-110001. A check list of documents with the application may also be sent (proforma enclosed).
9. Applications of only those officers, whose service can be spared immediately on their selection, are to be forwarded. Applications received after due date or without up-to-date Annual Confidential Reports/ Annual Performance Appraisal Reports, Integrity Certificate and Vigilance Clearance or otherwise found incomplete, will not be considered

विषय : मंत्रालय, नई दिल्ली में वेतन बैंड-3 में 5400 रु. ग्रेड वेतन पर 15,600-39,100 रु. के वेतनमान में अनुसंधान अधिकारी (आर.ओ.) के पद पर नियुक्ति।
वेतन बैंड-3 में 5400 रु. ग्रेड वेतन के साथ 15,600-39,100 रु. के वेतनमान में अनुसंधान अधिकारी का पद दिनांक 03.07.2006 के कार्मिक एवं प्रशिक्षण विभाग के का.ज्ञा.सं. 28/13/2006-ई.ओ.(एसएम ।।) में बताई गई परीक्षण-सह-चयन प्रक्रिया के माध्यम से प्रतिनियुक्ति पर मंत्रालय, नई दिल्ली में भरा जाना प्रस्तावित है।
2. अनुसंधान अधिकारी के पद पर नियुक्ति के लिए पात्रता के मानदंड निम्नलिखित हैं:-
पात्रता मानदंड :
(i) केंद्र अथवा राज्य सरकार अथवा संघ राज्यक्षेत्र प्रशासन के अंतर्गत अधिकारी को वर्तमान कैडर अथवा विभाग में नियमित आधार पर समान पद धारण किया होना चाहिए।
अथवा
अधिकारी की वर्तमान कैडर अथवा विभाग में 4600 रु. ग्रेड-वेतन के साथ 9300-34800 के वेतनमान में वेतन बैंड-2 में नियमित आधार पर वहां नियुक्ति के पश्चात प्रदान किए गए ग्रेड में 5 वर्षों की सेवा पूरी होनी चाहिए।
(ii) अधिकारी को निम्नलिखित शैक्षणिक योग्यता तथा अनुभव होना चाहिए:-
आवश्यक:
(i) किसी मान्यता प्राप्त विश्वविद्यालय अथवा संस्थान से समाजशास्त्र अथवा सामाजिक कार्य अथवा मानवशास्त्र अथवा अर्थशास्त्र अथवा गणित/सांख्यिकी अथवा भूगोल में स्नातकोत्तर डिग्री।
वांछनीय:
(i) प्रकाशित कार्य की प्रतियों के माध्यम से साक्ष्य के रुप में प्रमुख राष्ट्रीय दैनिक समाचार-पत्रों अथवा पत्रिकाओं में जनजातीय विकास, जनजातीय कल्याण, परंपरागत जनजातीय नियमों आदि से संबंधित मामलों पर लेख लिखने अथवा संपादन का एक वर्ष का अनुभव।
(iii) अधिकारी को तीन वर्षों का अनुभव होना चाहिए, जिनमें से दो वर्ष अनुसंधान अथवा प्रशिक्षण या आर्थिक विकास अथवा सामाजिक सेवा अथवा अनुसूचित जनजातियों के कल्याण या सामाजिक क्षेत्र के कार्यक्रमों अथवा जनजातीय विकास के कार्यक्रमों या कार्यान्वयन में होना चाहिए तथा एक वर्ष सांख्यिकी आंकड़े एकत्र करने तथा इसके विश्लेषण में होना चाहिए।
3. अनुसंधान अधिकारी के पद के कार्य का विवरण, जीवन वृतांत का प्रपत्र तथा पद के विवरण एवं पात्रता शर्तें संलग्न हैं।
4. समान अथवा केंद्र सरकार के किसी अन्य संगठन या विभाग में इस नियुक्ति के तत्काल पूर्ववर्ती धारित अन्य पूर्व संवर्ग में प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि सामान्य रुप में तीन वर्षों से अधिक नहीं होगी।
5. चयनित अधिकारी के पास अपना ग्रेड वेतन तथा प्रतिनियुक्ति भत्ता लेने अथवा समय-समय पर संशोधित रुप में दिनांक 05.01.1994 के कार्मिक एवं प्रशिक्षण विभाग के का.आ.सं. 2/29/91- स्था. (वेतन-।।) के अनुसार पद के वेतनमान में अपना निर्धारित वेतन लेने का विकल्प होगा।
6. इस रिक्ति का रोजगार समाचार/एम्प्लायमेंट न्यूज तथा स्थानीय समाचार पत्र जैसे हिन्दुस्तान टाईम्स में भी विज्ञापन किया जा रहा है। इच्छुक तथा पात्र अधिकारी जिनका चयन होने पर भारमुक्त किए जा सकते हैं संलग्न प्रपत्र में उनके आवेदन रोजगार समाचार/एम्प्लायमेंट न्यूज में इस रिक्ति के विज्ञापन की तिथि से 60 दिनों के भीतर इस विभाग को तीन प्रतियों में प्रेषित किए जाएं। आवेदन प्रेषित करते समय यह सत्यापित तथा प्रमाणित करना आवश्यक है कि अधिकारी द्वारा उपलब्ध कराई गई जानकारी सही है। आवेदन के साथ निम्नलिखित दस्तावेज भी भेजे जाने की आवश्यकता है:-
(i) सतर्कता अनापत्ति प्रमाण-पत्र कि उम्मीदवार के विरुद्ध कोई भी सतर्कता का मामला न तो लंबित है और न ही अपेक्षित है;
(ii) सत्यनिष्ठा का प्रमाण-पत्र
(iii) विगत दस वर्षों के दौरान छोटे/बड़े अर्थदंड का विवरण;
(iv) संवर्ग नियंत्रक/नियुक्ति प्राधिकारी से संवर्ग निकासी, यदि लागू हो; तथा
(v) भारत सरकार के अवर सचिव के पद से ऊपर के किसी अधिकारी द्वारा पूर्णत: सत्यापित विगत 5 वर्षों अर्थात 2010-11 से 2014-15 तक के एसीआर/एपीएआर की प्रतिलिपियां। यदि किसी कारण से अधिकारी का एसीआर/एपीएआर किसी विशेष वर्ष अथवा वर्ष के भाग (तीन महीनों से अधिक) के लिए नहीं लिखा गया है, तो उस अवधि के लिए “रिपोर्ट प्रमाण-पत्र नहीं (एनआरसी)” पूर्ववर्ती वर्षों के एसीआर/एपीएआर के साथ भेजी जाए।
7. प्रतिनियुक्ति द्वारा इस नियुक्ति के लिए अधिकतम आयु सीमा आवेदन की प्राप्ति की अंतिम तिथि पर 56 वर्ष से अधिक नहीं होनी चाहिए।
8. आवेदन आवेदक के संवर्ग नियंत्रक प्राधिकारी/विभाग के माध्यम से उप-सचिव (प्रशासन), नई दिल्ली-110001 को भेजा जाना चाहिए। आवेदन के साथ दस्तावेजों की एक जांच सूची भी भेजी जाए (प्रपत्र संलग्न)।
9. केवल उन अधिकारियों के आवेदन, जिनकी सेवा उनके चयन पर तत्काल भारमुक्त की जा सके, उन्हें ही प्रेषित किए जाने हैं। नियत तिथि के बाद प्राप्त आवेदनों अथवा बिना अद्यतन वार्षिक गोपनीय रिपोर्ट/वार्षिक कार्य निष्पादन मूल्यांकन रिपोर्ट, सत्यनिष्ठा प्रमाण पत्र तथा सतर्कता अनापत्ति प्रमाण-पत्र अथवा अन्य रुप से अपूर्ण आवेदनों पर विचार नहीं किया जाएगा।
