Волна беженцев из Ближнего Востока и Северной Африки стала настоящим тестом на единство Европы. Под сомнения за кризисные месяцы европейские политики поставили все базовые принципы: от свободы передвижения и отсутствия границ до нравственных основ европейской цивилизации. Пока члены ЕС бьются над согласованием квот на расселение мигрантов между странами, перестают действовать Шенгенские соглашения и растут стены вдоль прежде полностью открытых европейских границ. На этом фоне Евросоюз снизошел до тайных сделок с африканскими режимами, которых он прежде считал нерукопожатными.
Увеличение числа беженцев по всему миру - тенденция последних лет. Однако прошлый год, по данным управления ООН по беженцам, побил все рекорды, показав самый высокий показатель со времени окончания Второй мировой войны: всего в мире вынужденными переселенцами стали 59,5 млн человек. Из них 14,4 млн получили статус беженца.
В 2014 году нелегально проникли в ЕС 283 532 человека, из которых 220 тысяч приехали морским путем. Половина от этого числа составили выходцы из Сирии. По данным Eurostat, всего в 2014 году страны ЕС получили 626 715 заявлений на предоставление убежища - самое большое число с 1992 года. Основные группы подавших заявки — выходцы из Сирии, Афганистана, Косово, Эритреи и Сербии.
В этом году был побит и прошлогодний рекорд: с января границы ЕС пересекли 350 000 мигрантов, и это только официально зарегистрированное число. The influx of refugees from the Middle East and Northern Africa has become a present-day test of unity in Europe. In the months of crisis, European politicians called into question all the basic principles, from freedom of movement and open borders to the moral basis of European civilisation. While member countries of the EU have been trying to reach an agreement on a resettlement quota for migrants, the Schengen agreements have stopped and walls have been appearing along the once open borders of Europe. Against this backdrop, the European Union has stooped to making secret deals with African regimes that it once considered untrustworthy.
In recent years, numbers of refugees have been increasing all over the world. However, according to the UN Refugee Agency, last year a new record was made, with the highest numbers since the end of the Second World War. 59.5 million people around the world were forced to migrate, of which 14.4 million received refugee status.
In 2014, 283,532 people entered the EU illegally, 220,000 of which arrived by sea, and half of this number were from Syria. According to Eurostat, EU countries received 626,715 applications for asylum in 2014, the highest number since 1992. The main groups applying originated from Syria, Afghanistan, Kosovo, Eritrea and Serbia.
This year broke last year’s record. Since January, 350,000 migrants crossed EU borders, and this is just the official number registered. The main reasons are the rise of the Islamic State in Syria, the exacerbation of the power crisis in Libya, and the growing business in the Middle East and Africa of trafficking refugees. The European countries hit hardest were Greece, Italy and Hungary.

La Asamblea General de la ONU aprobó tal designación como reconocimiento a la importancia del turismo internacional y, en particular, debido a su aporte a la economía y al entendimiento de los países.
Ello busca conducir a que se tome una mayor conciencia de la riqueza del patrimonio de las diferentes civilizaciones, y llevar a una mejor apreciación de los valores inherentes a las diversas culturas, contribuyendo así al fortalecimiento de la paz en el mundo.
Tal apreciación antepone la industria recreativa a flagelos como las guerras, muchas de las cuales se generan debido a los intereses económicos y materiales, pero también por incomprensión entre las diferentes culturas.
De esa suerte, tal proclamación constituye una oportunidad única para ampliar la contribución del sector del turismo a los tres pilares de la sostenibilidad (económico, social y medio ambiental), tal como indica el documento oficial de la ONU al respecto.
El secretario general de la Organización Mundial del Turismo (OMT), Taleb Rifai, está convencido de que esos propósitos son posibles y estimula tales iniciativas.

Translation - English
The UN General Assembly approved this nomination as recognition of the importance of international tourism, and in particular, its contribution to the economy and greater understanding of the countries involved.
Its aim is to achieve a greater awareness of the wealth of different civilisations' heritages and greater appreciation of the inherent values of diverse cultures, which contribute to the strengthening of world peace.
Such appreciation puts the leisure industry above scourges such as wars, many of which arise due to economic and material interest, but also because of misunderstandings between different cultures.
This announcement serves as a unique opportunity to increase the tourism sector's contribution to the three pillars of sustainability (economic, social and environmental), just as the official UN document indicates.
Secretary-General of the World Tourism Organisation (UNWTO) Taleb Rifai is convinced that these aims are possible, and encourages said initiatives.
