Cette procédure définit les dispositions prises par AIR LIQUIDE WCAA pour la formation de son personnel.
2. DOMAINE D’APPLICATION
Cette procédure s’applique à l’ensemble du personnel d’AIR LIQUIDE WCAA.
3. RESPONSABILITÉS
Le Responsable Ressources Humaines est garant de la bonne application de cette procédure.
4. DISPOSITIONS
4.1. Identification
Chaque responsable d’activité est chargé d’identifier les besoins en formation de son personnel, lui permettant de disposer des compétences adéquates pour la réalisation des missions relevant de son service. Les différentes sources d'identification des formations sont les suivantes :
- L’entretien de mi-parcours
- l'évaluation annuelle individuelle,
- l'entretien de carrière,
- le plan individuel de développement,
- des manquements relevés sur la base de la vie quotidienne.
Les rapports ou supports utilisés lors de ces différents forum sont communiqués au Responsable Ressources Humaines pour exploitation.
4.2. Elaboration et validation du plan de formation
Sur la base des outils d’identification des formations précisés, le Responsable Ressources Humaines élabore une ébauche du plan de formation qu’il fait valider par le Directeur Général , en présence des Responsables d’activités concernés.
Pour chaque demande de formation approuvée, le Responsable Ressources Humaines, en collaboration avec les Responsables d’activités, identifie l’organisme de formation et demande les différents devis.
S’il s’agit de formation à réaliser par un membre de la filiale, le Responsable Ressources Humaines coordonne la planification avec le formateur.
Une fois les offres validées, il établit le plan de formation et le fait valider par le Directeur de filiale.
Le plan de formation ainsi validé est communiqué à l’ensemble du personnel pour information.
Des formations supplémentaires peuvent être identifiées en cours d'année, en cas d'embauche, de changement de fonction, d'acquisition de nouveaux outils, d’accidents ou d’incidents, etc.
Elles suivent le même processus de validation et sont intégrées lors de la révision du plan de formation, en fonction des niveaux d’urgence.
4.3. Réalisation de la formation
A l’approche de la date de formation, et sur la base du devis obtenu de l’organisme formateur, le Responsable Ressources Humaines établit une demande d'achats pour obtenir un bon de commande qui sera remis au fournisseur (s'il s'agit d'une formation en externe).
Pour les formations à réaliser en interne, le Formateur envoie l'invitation aux différents collègues à former, via l’agenda, au moins un mois à l’avance. Le jour de la formation, il renseigne ou fait renseigner la "Feuille de présence" et la "Fiche d'évaluation de la formation".
Certaines formations sont également disponibles à travers l’outil TMS. Le Responsable Ressources Humaines, inscrit directement le collaborateur, s’il s’agit d’une formation non payante. Celui-ci reçoit une notification de son inscription et de l’échéance de la formation. Si la formation est par contre payante, elle est soumise à la validation du Directeur Général de la filiale.
Pour les formations à réaliser en externe, la personne à former se munit de la Fiche d'évaluation de la formation et éventuellement d'une fiche de présence.
4.4. Evaluation de la formation
A la fin de la formation, l’employé renseigne la "Fiche d'évaluation de la formation" et le fait viser par le formateur et par son supérieur hiérarchique. Il s’agit de l’évaluation à chaud.
Le formateur et le supérieur hiérarchique sont ainsi informés de la perception de la formation réalisée.
Le responsable chargé d'organiser la formation (formation en interne) ou le collaborateur formé (formation en externe) transmet la "Fiche d'évaluation de la formation" au Responsable Ressources Humaines.
A la date définie sur la "Fiche d'évaluation de la formation", le Responsable Ressources Humaines transmet une copie de cette fiche au Supérieur hiérarchique de la personne formée, pour qu'il procède à l'évaluation à froid de l'efficacité de la formation.
Lorsqu'il s'agit d'une formation à une tâche particulière nécessitant de disposer d'autorisation, le Responsable de l'activité concernée établit une attestation d'habilitation. Cette habilitation fait office d’évaluation à froid. L’habilitation est retirée en cas d’acte compromettant le HSE, en cas d’accident ou si le titulaire n’exerce pas la tâche particulière pendant au moins six mois.
4.5. Classement des enregistrements
Le Responsable Ressources Humaines classe les imprimés suivants dans le dossier du personnel.

The Human Resources Manager is responsible for ensuring that this procedure is properly applied.
4. DISPOSITIONS
4.1. Identification
Each activity manager is responsible for identifying the training needs of his or her staff, to ensure that they have the right skills to carry out the tasks assigned to their department. The various sources of training identification are as follows:
- The mid-term interview
- individual annual appraisals,
- the career interview,
- the individual development plan,
- shortcomings identified on the basis of daily life.
The reports and media used at these various forums are sent to the Human Resources Manager for processing.
4.2. Drawing up and validating the training plan
On the basis of the training identification tools specified, the Human Resources Manager draws up a draft training plan, which he has approved by the Managing Director, in the presence of the Business Unit Managers concerned.
For each approved training request, the Human Resources Manager, in collaboration with the Business Managers, identifies the training organization and requests the various quotes.
In the case of training to be carried out by a member of the subsidiary, the Human Resources Manager coordinates planning with the trainer.
Once the bids have been validated, he draws up the training plan and has it validated by the subsidiary manager.
The approved training plan is sent to all staff for information.
Additional training courses may be identified during the course of the year, in the event of recruitment, a change of function, the acquisition of new tools, accidents or incidents, etc. These follow the same validation and approval process as the training plan.
They follow the same validation process and are included when the training plan is revised, depending on the level of urgency.
4.3. Carrying out the training
As the training date approaches, and on the basis of the quotation obtained from the training organization, the Human Resources Manager draws up a purchase requisition to obtain a purchase order which will be given to the supplier (in the case of external training).
For in-house training, the trainer sends the invitation to the various colleagues to be trained, via the diary, at least one month in advance. On the day of the course, he fills in the "Attendance sheet" and the "Course evaluation sheet" or has them filled in.
Some training courses are also available via the TMS tool. The Human Resources Manager registers the employee directly, if the course is not chargeable. They receive notification of their registration and the course deadline. If the training is chargeable, however, it is subject to approval by the subsidiary's Managing Director.
In the case of external training, the trainee is provided with a training evaluation form and, if necessary, an attendance sheet.
4.4. Evaluating the training
At the end of the training, the employee fills in the "Training evaluation form" and has it signed by the trainer and their line manager. This is the on-the-spot evaluation.
The trainer and the line manager are thus informed of how the training was perceived.
The manager responsible for organizing the training (in-house training) or the employee trained (external training) sends the "Training evaluation form" to the Human Resources Manager.
On the date specified on the "Training Assessment Form", the Human Resources Manager will send a copy of this form to the trainee's line manager, so that he can carry out a cold assessment of the training's effectiveness.
In the case of training for a specific task requiring authorization, the Manager of the activity concerned will draw up an authorization certificate. This certificate serves as a cold assessment. Authorization is withdrawn in the event of an act compromising the HSE, in the event of an accident or if the holder does not perform the particular task for at least six months.
4.5. Filing of records
The Human Resources Manager files the following printed documents in the personnel file.
