Preface
Telemedicine in Northern Norway is widely known for early adoption of telemedicine services to serve the population living in rural and remote areas in the Arctic. Visionary politicians, health administrators, doctors and researchers who saw the possibilities to offer high quality healthcare to everybody regardless of where they live initiated the development of telemedicine services in Northern Norway. In this book we present the journey towards fulfilling the vision of the Norwegian Centre for Integrated Care and Telemedicine (NST) – to create the basis for care over distance:1
“Through interdisciplinary research and advisory services, NST will provide, disseminate and implement new solutions and new knowledge within collaboration, telemedicine and e-health in order to improve, simplify, and increase the effectiveness of the health and care service at the national and international level.”
When starting Telemedicine in Northern Norway, little did we know about the ICT development in the years to come. Phenomenon such as Google and Facebook were many years ahead. Network connections were based on analogue telephone lines, or at the best, ISDN lines. In addition, mobile phones weighed 10 kg and was reserved for the very few. The development of the services described in this book has to be viewed with this as a background.

Furthermore, we try to look into the future of telemedicine services. The book is mainly based on published reports and unpublished project presentations from NST, mostly written in Norwegian. With this book we want to to make the knowledge and lessons learned from implementation of telemedicine services in Northern Norway available to a broader audience. For several years, a draft version of this book has been used as a textbook in the International 2-years master’s program in telemedicine and e-health at the University of Tromsø – The Arctic University of Norway.

В этой книге мы расскажем, как претворялось в жизнь видение Норвежского центра комплексного ухода и телемедицины (NST) по созданию базы для оказания медицинского ухода на расстоянии:
“Норвежский центр комплексного ухода и телемедицины, осуществляя междисциплинарные исследования и оказывая консультационные услуги, разрабатывает, распространяет и внедряет новые решения и знания в области телемедицины и электронного здравоохранения (e-health), для повышения качества и эффективности медицинских услуг и упрощения их оказания на национальном и международном уровне.”
Начиная развертывание телемедицины в Северной Норвегии, мы не имели представления о том, как будут развиваться информационно-коммуникационные технологии (ИКТ) в последующие годы. Сам художник и не стремится приносить людям «пользу» в сугубо прикладном смысле этого слова, в чем и признается вполне открыто. У него вообще сложные отношения с понятием «работа». Любой регулярный труд, каким бы интересным он ни был, рано или поздно становится утомительным, наскучивает и приедается. Это доводилось испытать многим, отмечает Дуровчик, и сам он не исключение.
Однако, живо интересуясь устройством всевозможных механизмов, он сумел найти оптимальное применение своим способностям, позволяющее ему заниматься любимым делом без слишком глубокого погружения в рутину. Превращая работу в игру, он успешно обманывает собственную склонность отвлекаться и скучать, когда дело доходит до серьезных, повторяющихся изо дня в день занятий.
Собственно говоря, все творчество Дуровчика представляет собой плоды этой игры. Проектированием и созданием механических объектов он занимается с энтузиазмом ребенка — в сущности, играя скорее в конструктора, нежели в серьезного художника. Современные технические разработки направлены на создание механизмов, облегчающих людям жизнь и приносящих прикладную пользу, что требует от инженеров серьезности и высокой концентрации внимания. Но это не в характере Билла Дуровчика: он легко отвлекается на сторонние занятия, но при этом любит концентрироваться на мелочах — и создает объекты, лишь усложняющие привычные механические операции.

The artist himself doesn't focus on bringing "practical use" to people with his works, and he openly admits it. His relationship with the concept of "work" is complex. Any repetitive job, no matter how interesting it might be, sooner or later becomes boring and annoying. Many people experience this, and Bill Durovchik is no exception.
Being interested in how different mechanisms work, he managed to find a compromising solution that allows him to do his favorite work without being bored by the routine. When encountering serious and repetitive day-to-day activities, he transforms work into play, and by doing that he successfully overcomes boredom.
As a matter of fact all of Bill's creative works represent the fruits of this play. He develops mechanical objects with the enthusiasm of a child, "playing" constructor rather than a serious artist. Modern technical developments are aimed at creation of mechanisms to simplify human life and be of some practical use. This is not something of Bill's character; he is easily distracted by monotonous work, but likes to concentrate on details and creates objects which complicate traditional mechanical operations.
From early childhood Bill Durovchik enjoyed observing how different machines work. He was mesmerized by the movements of the different parts and soon realized that fixing these mechanisms is what suits him most and that's what he wants to do.

Либерализм, возникший в Западной Европе XIX в., был доктриной защиты свободы личности в противовес использованию государственной власти в тех формах, что наносили ущерб личному достоинству. «Корни либерализма уходят в античность и к этой его первозданной основе принадлежат такие вполне четко выработанные понятия, как правовая личность, субъективное право, а также некоторые учреждения, в рамках которых граждане участвовали в управлении государством и, особенно, в законодательной деятельности» . Зачатки идеологии либерализма можно найти в трудах Дж.Локка, А.Смита, Ш.Монтескьё, Д.Юма, Вольтера, И.Канта, Г.Гроция, Б.Франклина, Т.Джефферсона, Д.Дидро и многих других мыслителей.

Liberalism arose in Western Europe in the 19th century as a doctrine focused on the protection of individual liberty, as opposed to the use of state power in the forms that undermine personal dignity. «The roots of liberalism date back to antiquity to such well developed concepts as legal person and subjective right, as well as some of the institutions through which citizens participate in government, especially in the legislative process, which belong to liberalism's primordial foundation» . The roots of the liberalism ideology can be traced in the writings of J. Locke, A. Smith, Ch. Montesquieu, D. Hume, Voltaire, E. Kant, H. Grotius, B. Franklin, T. Jefferson, D. Diderot and many other thinkers.
According to John Gray, what all types of liberalism have in common is a specific form of interaction between an individual and a society. This form of interaction claims the moral priority of an individual over any social group, recognizes the equal moral status of all individuals and denies legal and political regimes based on the differentiation of moral value of individuals. It also claims a moral unity of all human beings and, therefore, a secondary nature of concrete historical associations and cultural forms. In its' belief in the possibility of rectification and improvement of social and political institutions, it complies with the meliorism theories, including those of «unintended evolution» of F.A.Hayek and pragmatic constructivism of I. Bantman .
B. G. Kapustin, a Russian researcher of liberalism, proposed a triple classification of the liberalism types: an epimostological type, an ontological type and a technology type. In Kapustin's view, the first one is typical for the beginning of the classical period of liberalism (T. Hobbes, Locke, Ch. Montesquieu, leaders of the "Scottish Enlightenment", and B. Mandeville). The second type is intrinsic for the period starting from the middle of the 19th century through the middle of the 20th century (G. W. H. Gegel, T. H. Green, B. Croce, social-liberalism of the 19th and the beginning of the 20th century). The third type is common to the contemporary stage of liberalism in the late 20th to early 21st centuries (German liberal theories of civil society and law-governed state which justified for an exit from social conflict by means of state-governed radical reforms as opposed to revolutionary exit ). New versions of the core liberalism ideas emerged in Europe at the end of the 19th century to the beginning of the 20th century, and took the shape of «new» liberalism (neo-liberalism) in 1920-30s. Those liberal thinkers who regarded such a transformation as a betrayal of the classical perspective and a transition towards Marxism and socialism, defended their exclusive right to be the successors of the liberalism tradition and considered their opponents using the classical notion of "liberalism" as a misnomer...

Norma Garca’s dream vacation, an extended jaunt with her adult daughter through erstwhile empires in Europe and the Middle East, was nearly dashed before it even began by Vladimir Putin’s machinery of state
The two Mexicans didn’t even need visas for France, and Garca quickly got the ones required for Turkey using her home computer in Aguascalientes. But for Russia, she had to hire a courier to hand-deliver their passports to the embassy in Mexico City, about 500 kilometers south, along with proof of prepaid airline tickets and hotel reservations. After a hand-wringing few weeks—and $160 in fees—they finally got their dark-green travel booklets back, freshly thickened with full-page stamps of approval.
“My nerves were on edge because they just wouldn’t tell me what was happening with our passports,” Garca said in the lobby of the five-star Grand Hotel Europe in St. Petersburg one recent morning, as her excited daughter negotiated the day’s itinerary with their Russian guide. “It took a day for Turkey—one day!”
If only the duo had waited just a little longer, Russia’s president would have made their visit to his hometown a whole lot easier, not to mention cheaper.
On Oct. 1, this former czarist capital switched to a free, e-visa regime that includes a pledged 96-hour turnaround time for citizens of 53 countries. The rest of the Russian Federation, which stretches from the watery edges of Alaska and Japan to its nuclear-armed exclave inside the borders of the EU, will follow suit on Jan. 1, 2021, when a special app will make the process even simpler. The fee won’t exceed $50.

Russian is my mother tongue. I am fluent in
English; my specialty areas include general business, marketing, legal and finance,
healthcare, construction, IT and new technologies. From 1990s I have been working for multinational organizations where English was a primary working language. My husband
is a native English speaker, and English have been our
spoken language at home for over 25 years.
From 1990s to 2012 I worked in marketing area in multinational consulting companies (IT, business
consulting, legal services, public sector). For 20+
years my jobs required me to conduct business meetings in English, and often to be an interpreter between Russian- and English- speaking parties. I had to write different texts (brochures, articles, business letters and proposals, etc.) in both languages, and
to translate between Russian and English on a daily basis.
From 2013 I started working as an independent business advisor and a freelance translator and interpreter. Examples of my translation/interpretation work include
translation of various business articles,
chapters of non-fiction books, technical documentation for healthcare and
technology companies, legal overviews, subtitles for TV commercials, etc. I also interpreted between English and Russian on a number of occasions during the last few years.
