החשב הכללי is in English the Accountant General. יחידת החשב הכללי (חשכ"ל) במשרד האוצר, שהעומד בראשה קרוי אף הוא החשב הכללי, אחראית על ביצועו הלכה למעשה של תקציב המדינה. One of the roles of this unit is setting standard rates for specific jobs and professions, mileage reimbursement, etc. called תעריף חשב or תעריף חשכ"ל. It is used as a basis for particular tariffs, either following it or a percentage of it.

I am not sure about an exact equivalent in the US for the Israeli Accountant General, because the distribution of roles is different in the different administrations, but at least in terms of rstandard ates of per diem and travel reimbursement, the US authority is the GSA - the U.S. General Services Administration. http://www.gsa.gov/portal/category/100000
