Chinese to English Medical Medical: Health Care
In case you cannot read the characters: jian bao you zhen suo xi shou, bu ling wai shou qian.

This is from a Taiwan doctor's receipt (sorry for using pinyin and simplfied characters). To me it looks like "health insurance does not cover private clinic expense, no additional money required" but this does not make sense to me.

Does anyone have any idea what this means?

To be more specific, "健保不給付由診所吸收,不另外收錢" may be translated as:
Non-reimbursed medical services under the National Health Insurance Scheme shall be paid by clinics; no extra charges for patients.

Reimbursement is the standard translation for 給付 in Taiwan. It means "the medical charges are covered by the National Health Insurance Scheme if they are reimbursed".

It seems to me that the chosen answer is a mis-interpretation of the original. My understanding is that "Any part (or fee) that is not covered by insurances will be absorbed by the clinic: There is no extra charge for the patient".

Please take note of the position of "不" in this sentence.

Doh, I miscopied again. You're right, the original does say 健保不給付由診所吸收,不另外收錢.

I believe the writer actually means "健保給付" (health insurance reimbursement).

給付=reimbursement (Yes, it is assumed).

In other words, the Bureau of National Health Insurance reimburses these medical charges covered in this receipt. Therefore, neither the clinic nor the patient has to pay these medical charges.


Under Taiwan's existing national health insurance reimbursement scheme, the Bureau of National Health Insurance requires that every resident in Taiwan subscribes to the National Health Insurance Scheme. Under this scheme, certain medical treatments and medications may be reimbursed at a certain proportion (e.g. 30% or whatever percentage). In other words, subscribers only have to pay monthly national health insurance premium to receive health care services.

However, it is difficult to explain how the Bureau of National Health Insurance splits these medical charges with service providers (hospitals, clinics, etc.) and service users.
