This is the title of an art exhibit with artworks from a private collector. My client told me that here "regard" is similar to "look", especially in relation to the collector’s gaze. He came up with the exhibit title in response to a classic art history book called “A Fine Disregard: What Makes Modern Art Modern,” which one could read as kind of “elitist”—thinking how this particular collector’s interests were not elitist at all but very much connected with life. Any suggestions will be much appreciated.

Hi teju It's just as well that your client explained what he meant, because I for one would not have guessed. In the book, the phrase "a fine disregard" expresses fearless innovation, the idea being, approximately, that modern art is a matter of individual initiative rather than historical imperative. It hasn't got anything to do with elitism, really. The title "An expansive regard", using "regard" in the French sense, strikes me as pretty forced.

The expression "a fine disregard" (I can't resist giving this information) comes from an inscription recording the moment in 1823 when a pupil at Rugby School in England, named William Webb Ellis, decided while playing football that kicking the ball was a bit silly, and with "a fine disregard for the rules of football as played in his time" picked up the ball and ran with it, thereby inventing the sport of rugby.

Una mirada al alcance de todos

This is just another possible interpretation from a different perspective. “Al alcance de todos” surely in the meaning of “popular”, but avoiding the word “popular”, which, at least in Spain, is subject to several interpretations and not all of them with positive connotations.

“Al alcance de todos” is, on the contrary, a neutral expression that simply means the opposite of “elitist”.

I also believe it is relevant not to resort to a too long title, since you are speaking of the “title of an exhibit”. Thus, keeping it short is quite advisable IMO.

"desde una perspectiva que abarca un amplio espectro social"

De acuerdo a tu explicación, interpreto que, en este caso, el coleccionista, al exibir su colección de arte, pretende dejar patente que esta es representativa de un amplio espectro de la sociedad, en oposición a una perspectiva meramente elitista.
