Source text - English China has garnered so much attention in Africa because of the assumption that the next century is likely to be characterised as China’s. While China will play a central role in the 21st century, it is likely that two critical factors will shape its future:
Firstly, economic globalisation can both help China’s raise as well as constrain it.
Secondly, an exclusive focus on China misses the importance of the emergence of regional blocs, in this context India and other smaller developing countries who are benefiting from China’s phenomenal economic development and who will be equally important drivers of the global economy.
At the outset it must be clear that there are certain areas in which NEPAD with its particular remit has an advantage over bilateral undertakings. Equally, however, if African states are to maximise the effects of China’s rise both directly and indirectly, many of the points of interaction and strategic thinking on dealing with China will have to occur on the national level.
In identifying areas of cooperation and points to put on the agenda, African states need to consider direct and indirect impacts of the rise of China, as well as the areas in that context where there is complementarity or competitiveness.
It is becoming increasingly clear, however, that African states need to see their engagement with China through the prism of proper analysis and research on the potential areas of benefit or competition, moving the analysis away from anecdotal assumptions.

Source text - English Appendix A: How to Install LNM on a Mass Storage Controller
When you are installing Microsoft Learning Network Manager on a new computer or on a computer that has the latest SCSI, SATA or IDE controller technology, you may have to use an OEM device driver to support, for example, a new mass storage controller, to continue with the installation. The symptoms that you have to install an OEM device driver include the following:
The computer may keep restarting and never start the GUI installation after the text mode Setup is finished.
The Setup program may stop, and you may receive an error message if the Setup program does not correctly detect the controller.
You may receive the following error message: Setup did not find any hard disk drives installed in your system. This behavior may also occur after you update the firmware or the BIOS of a supported SCSI controller if the update causes incompatibility with the SCSI driver that is included with Windows.
MORE INFORMATION
During the text-mode phase of the setup process, LNM pauses briefly and prompts you to press F6. This option is displayed in the status line and lets you use an OEM mass storage controller driver. The F6 option is provided strictly as a means to install OEM drivers for mass storage controllers only. This is required to let the installation of the operating system continue. Microsoft does not support using F6 to install any device driver other than mass storage controller drivers.
Use of an OEM driver is limited to installing a driver that is not natively supported or that does not match a driver that is included with Windows. If you use a newer version of an OEM driver, and this new OEM driver has the same name or Plug and Play Identifier as a driver that is included with Windows, the Setup program ignores the new OEM driver and uses the driver that is included with Windows. Therefore, you receive the error message that is quoted in the Summary.
If you press F6 when you are prompted, you receive a screen that requires you to have the appropriate driver on a floppy disk and to insert the disk into the floppy disk drive to load the driver.
Procedures:
1. Copy the driver to a floppy diskette's root directory.
2. Boot from LNM CD, when Learning Network Manager setup screen appear and prompt to press F6 if you need to install third party SCSI or RAID drive, please press F6 Key.
3. The setup program will continue, later when the setup program prompt to specify additional adapters, please press S.
4. Then the setup program will prompt to insert the driver diskette. Please insert the driver diskette you created above, and then press Enter to continue.
5. The follow-up window will list out the installation choices, please select your driver and press Enter to continue.
6. Press S if you want to install another driver or press Enter to continue LNM setup.

- Mettez la cafetière en marche.

• قم بإيقاف الجهاز عند منتصف مرور المحلول واتركه لمده ساعة.
• أعد تشغيل الجهاز واجعل المحلول يمر.
• بعد إجراء عملية تقليح يجب شطف الجهاز بالماء النقي مرتين لغسل محيطه.
• الأجهزة التي لا تعمل أو لا تعمل جيدًا لعدم إجراء تقليح لا تدخل في الضمان.
تعليمات أمنية
• تأكد من توافق شدة التيار مع تلك المشار إليها على صفيحة الجهاز.
• الجهاز ليس بلعبة ويجب تركه بعيدًا عن متناول يد الأطفال.
• لا يجب استخدام جهاز كهربائي منزلي في حالة تعرض الشريط الكهربائي أو الجهاز لتلفيات مرئية، أو في حالة سقوط الجهاز أو في حالة ترشيحه. في هذه الحالة يرجى التوجه بالجهاز إلى مركز خدمة معتمد تابع لروينتا (انظر قائمة العناوين الملحقة).
• لا تضع الشريط أو تتركه يتدلى على أشياة بارزة أو أحرف أو على أشياء ساخنة. استخدم مكان وضع الشريط.

• يمكن أن يشكل تصليح الجهاز بنفسك خطرًا عليك.
• في حالة وقوع ضرر بالشريط الكهربائي يجب أن يقوم صاحب المصنع باستبداله، أو خدمة ما بعد البيع أو عن طريق شخص ذي كفاءة مماثلة لتجنب وقوع أي خطر.
• التلفيات المحتملة للجهاز الناجمة عن الاستخدام السيء أو المخالف لتعليمات الاستخدام تبرئ روينتا من المسؤولية الكاملة.

Source text - French En cas de variations importantes des débits ou en période de crue, il est nécessaire que les responsables de PIC en soient informés aussitôt. Ils seront informés par les autorités locales ou par voie de média nationaux ou locaux comme la télévision, les radios nationales ou locales.
Dès réception d’un message le responsable doit analyser les données reçues et les comparer aux seuils d’alerte.
Si un ou plusieurs seuils sont dépassés, il faut :
1. déterminer les niveaux pouvant être atteints dans les zones impactées, les délais de transfert du maximum.
2. prévenir les autorités locales et les villages concernés
3. proposer aux autorités d’organiser l’évacuation des populations avec les animaux vers les zones refuges si nécessaire, dans le respect des procédures qui auront été mises au point au niveau local et/ou national
4. Réactualiser les données hydrologiques tous les jours et faire part des informations aux administrations et intéressés.
En fin d’alerte, prévenir les autorités afin qu’elles informent les personnes impactées de la levée d’alerte et organiser le retour des populations.
Il est conseillé d’afficher un bulletin de crue dans un lieu d’affichage local, annonçant la crue, son intensité et la date du maximum.
Translation - Arabic في حالة حدوث تغييرات هامة في معدلات المنسوب أو في وقت الفيضان، يجب على الفور إبلاغ المسئولين عن محطات المعلومات عن الفيضانات. ويتم ذلك من قبل السلطات المحلية أو عن طريق وسائل الإعلام القومية أو المحلية مثل التليفزيون والإذاعات القومية أو المحلية.
وفور تلقي الرسالة، يجب على المسئول تحليل البيانات التي تم استلامها ومقارنتها بالإنذارات المعرفة.
إذا تم تجاوز حد أو أكثر من حدود الإنذار، يجب عمل الآتي:
1. تحديد المستويات التي تم الوصول إليها في المناطق المتأثرة ومواعيد نقل الحد الأقصى.
2. إبلاغ السلطات المحلية والقرى المعنية.
3. عرض اقتراح على السلطات بتنظيم عملية نقل السكان مع الحيوانات إلى مناطق الملاذ في حالة الضرورة، مع مراعاة الإجراءات التي سيتم اتخاذها على المستوى المحلي و/أو القومي.
4. إعادة تفعيل البيانات الهيدرولوجية يوميًا وإبلاغ الإدارات المعنية بالمعلومات.
وفي نهاية الإنذار، يتم إبلاغ السلطات لكي تقوم بإعلام الأشخاص المتأثرين بالإنذار وتنظيم عودة السكان.
وينصح بعرض نشرة في مكان عرض محلي تحتوي على إعلان بالفيضان وبشدته وبتاريخ الحد الأقصى له.

Source text - Arabic المادة رقم (12) - تنفيذ الأعمال:
1- على المقاول أن يقوم بتنفيذ وإنجاز وصيانة الأعمال للعقد، وعليه أن يتقيد بتعليمات المهندس وتوجيهاته الخطية في أي موضوع يتعلق بالأعمال أو يتصل بها سواء كان ذلك مذكـورًا في العقد أم لا، وعلى المقاول أن يتلقى التعليمات والتوجيهات من المهندس أو من يمثل المهندس في نطاق الحدود المشار إليها في المادة رقم (2) من الشروط العامة.
2- يلتزم المقاول بما يلي ( وكلما كان ذلك ممكنًا):
أ- تكون الأولوية والأفضلية في التعامل للمصنوعات والمنتجات والخدمات السعودية، وما يعامَل معاملتها من منتجات وخدمات الدول الأخرى، وفقًا لقواعد تفضيل المنتجات السعودية.
ب- يلتزم بشراء المنتجات المحلية ولا يجوز له استخدام منتجات مستوردة مشابهة لها لغرض تنفيذ العقد.
ج- أن تكون المواد المستخدمة، سواء المحلية أو المستوردة، لتنفيذ العقد مطابقة للمواصفات القياسية المعتمدة من قِبل الهيئة العربية السعودية للمواصفات والمقاييس، وبالنسبة للمواد التي لم تصدر بشأنها مواصفات قياسية سعودية، فيجب أن تكون مطابقة لإحدى المواصفات العالمية المعروفة التي يحددها المشرف على التنفيذ.
د- يلتزم المقاول بمراعاة النظم والمقاييس واللوائح الخاصة بحماية البيئة في المملكة والصادرة عن الجهات المختصة بها.
ه- يلتزم المقاول الأجنبي بأن يعهد إلى مقاول سعودي بما لا يقل عن 30% من الأعمال المتعاقد عليها. وتقوم الجهة ذات العلاقة بالاتفاقية مع وزارة المالية والاقتصاد الوطني بإعفاء المقاول الأجنبي من الالتزام كليًا أو جزئيًا بإعطاء المقاول السعودي النسبة المذكورة إذا ثبت عدم وجود أعمـال يمكـن تنفيذها بواسطة مقاول سعودي، أو إذا توفرت أعمال بنسبة أقل من 30%. ويُشترط لتطبيق هذا الاستثناء أن تقوم الجهة ذات العلاقة عند إعداد المشروع وقبل طرحه للتعاقد بتحديد نسبة الإعفاء الجزئي أو الكلي، وذلك بواسطة جهازها الفني بالاشتراك مع الاستشاري الذي صمم المشروع ووضع مواصفاته.
و- يلتزم المقاول بشراء الأدوات والمعدات التي تلزمه في تنفيذ عقده من الوكلاء السعوديين لهذه المعدات والآلات في المملكة، ولا يجوز له الاستيراد مباشرة من الخارج إلا في حالة استيراد المعدات المستعملة الخاصة به.
ز- يلتزم المقاول بالحصول على الخدمات التالية من مؤسسات سعودية محلية:
(1) خدمات نقل البضائع والأفراد داخل المملكة إذا لم يقُم المقاول بأدائها من قِبله مباشرة بمعدات مملوكة له ولأفراد يعملون مباشرة معه.
(2) خدمات التأمين المحلية.
(3) الخدمات البنكية.
(4) خدمات تأجير وشراء الأراضي والمباني.
(5) خدمات الإعاشة وتوريد المواد الغذائية.
3- على المقاول تقديم خطاباته وحساباته وبياناته إلى الجهة الإدارية باللغة العربية، وأن يمسك سجلاته وكافة حساباته ووثائقه محليًا باللغة العربية وتحت مسؤوليته مصحوبة بشهادة محاسب قانوني مرخص له بالعمل في المملكة. وفي حالة إخلاله بذلك، تطبق بحقه العقوبات المقررة.
Translation - English Article (12) – Execution of the Works:
1- The contractor shall implement, complete and maintain the works of the contract and shall abide by the engineer's written instructions and directives in any matter pertaining or relating to the works, whether it is mentioned in the contract or not. The contractor shall receive instructions and directives from the engineer or his representative within the limits referred to Article (2) of these general conditions.
2- The contractor shall abide by the following (whenever possible):
a- Preference shall be given to nationally manufactured goods, products and services, as well as products and services of other countries that are treated on equal basis, in accordance with the rules favoring national products.
b- He shall purchase local products and may not use imported products similar thereto for the purpose of executing the contract.
c- The materials used for the execution of the contract – whether they are locally made or imported – shall conform with the standard specifications approved by the Saudi Arabian Organization for Standards and Specifications. As for materials concerning which no Saudi standard specifications are issued, they shall conform with one of the internationally well known specifications as determined by the person overseeing the execution of the works.
d- The contractor shall observe all laws, regulations and standards related to environment protection in the Kingdom and issued by competent authorities.
e- The foreign contractor shall assign not less than 30% of the works constituting the object of the contract to a Saudi contractor and the competent authority shall – in agreement with the Ministry of Finance and National Economy – relieve the foreign contractor wholly or partly from the obligation of assigning the above percentage of the works to a Saudi contractor if it is proved that no works may be executed by such contractor or if the percentage is less than 30%. This exception shall apply only if the competent authority’s technical staff determines, upon preparing for the project and before inviting tenderers, the percentage of total or partial relief from such obligations with the participation of the consultant who designed the project and put its specifications.
f- The contractor shall purchase tools and equipment necessary for the execution of this contract from the Saudi agents of such tools and equipment in the Kingdom, and he shall not import these tools and equipment directly from abroad unless for his personal use.
g- The contractor shall obtain the following services from local Saudi establishments:
(1) Transport of commodities and personnel inside the Kingdom if such transport is not directly performed by the contractor by means of his own equipment and personnel directly working for him.
(2) Local insurance services.
(3) Banking services.
(4) Rental and purchase of land and buildings.
(5) Accommodation and supply of foodstuffs.
3- The contractor shall submit his letters, accounts and data to the administrative agency in the Arabic language and shall keep his records and all of his accounts and documents locally in the Arabic language and under his responsibility, accompanied with a certificate issued by a chartered accountant authorized to work in the Kingdom. In case of violating this condition, appropriate penalties shall be applied.
