Thank you for all your answers. Unfortunately it is not specified in the text, which kind of vehicles they mean. It' s a text about security procedures inside a company, in case of emergency. So they talk about "mezzi di soccorso". It'a about the possibility to have free way in order to let them entry in case of Emergency. It can be clearer now?

Although "vehicle" is in theory any means of transport, I think its use to mean water craft such as the coastguard would sound odd, so I don't think "emergency vehicles" necessarily works as a "one size fits all" suggestion. But that's just my opinion.

You may prefer this an alternative.
