ethnic groups
This is what I usually use. I prefer this to ethnic community because one can be considered to be a member of an ethnic group without having interest in being part of that group's community.

Sandra & Kenneth Grossman
: "Ethnic" may imply that they are ethnic Romanians, Bucharans, etc. They are not. The term "Jewish community" is not location-related. No need to complicate matters.
