I am really uncertain about this, but why would they use נחתם to say the case is closed if נסגר will do? Therefore, as it appears from the context that the case involves juveniles, I believe the intention is to say that the case was sealed - which involves extra levels of protection against revealing the identities of any juveniles who were investigated/arrested/charged or whatever so that these matters will not appear on their records.
