The following explanation was given to me by a friend who is a scientist and deals with the specific subject:
"Το ΦΟΡ βγαίνει από το φορέας και αφορά την αρμόδια εποπτεύουσα υπηρεσία της ΓΓΕΤ (τότε Υπουργείο Ανάπτυξης, όπου υπάγονταν οι ηλεκτρ/κές ακτινοβολίες).
Οπότε μπορεί και να μη μεταφραστεί."
I would translate it.
