I wonder whether we can use "Tahkim" or "Hakem mahkemesi" to mean "Arbitrary Court" in Turkish and which one would be better. I would be very grateful for your assıstance. This is for the document viewing court types.

TurEng suggest that Court of Arbitration is Hakem Mahkeme or Tahkim Mahkemesi. If you are examining the court types, any of them would be better. So please disregard my answer and use Tahkim Mahkemesi or the other. I had not read your last sentence thoroughly. Tahkim Kurulu is usually not considered as a "court" per se, even though I would disagree. Any legal authority that resolves disputes is a "court" in my opinion - one way or another.
