Oh, yes I see what u mean & altho the context in Karyanet isn't medical, "dami" also appears in Kamus Dewan with a definition that can be applied to placebos. Perhaps you can write "ubat dami (pil kosong)" or sth like that - since readers will be laymen.

Incidentally, the source text did use dummy medicine, and did not use placebo.

I think "medicine" here only refers to the word "active" because the dummy is an inactive pill/tablet/liquid containing no medicine. What I mean is it's a "medicine" only if it's active, there is no such thing as a "dummy medicine" (this would be an oxymoron).

The dummy is commonly called a placebo, normally described as "pil (or modify if it's not in "pill" form) mirip ubat sebenar tanpa kandungan bahan aktif".
