This is too rare for me.
It is just like this without context. It is a conversational line.
What would be the best rendition for this into Arabic in the context. The challenging part for me lies in the word TOO which has bad or negative meaning when we consult dictionaries.
What do you think?
Many thanks.

قلّما كذا - نادراً ما
You need to know what is the thing that is too rare for him. Is it an experience, an event, a talk, an activity, etc?
Then you use the verb associated with the certain activity together with the too rare expression. The verb itself would be in the first person form, and automatically stands in place of "for me".
Examples:
قلّما يصادفني
قلّما يعتريني
قلّما أسمع به
قلّما أرتديه
نادراً ما أجده
نادراً ما أذهب
نادراً ما أقابله
