is this simply 'conversion into flats' as seems to be UK custom?
It's confusing because there are 'apartment rights' in

'Indien het gebouw of complex waarvan het gehuurde deel uitmaakt, is of wordt gesplitst in appartementsrechten, zal huurder de splitsingsakte en regelementen voortvloeiende voorschriften omtrent het gebruik inachtnemen.'

then this term in

In the Netherlands there are two systems: (1) the Cadastre and (2) the Land Register (register of deeds). The Cadastre gives access to the Land Register. Information in the Cadastre is registered on cadastral parcels. Each parcel is registered with a reference to relevant deeds and other legal facts that are registered in the Land Register. The Cadastre also contains conclusions from the registrar on ownership and encumbrances of the ownership (building lease rights, leaseholds, rights of usufruct, mortgage and seizures, servitudes and qualified obligations). There is a special type of cadastral entity for apartment ownership. This so-called “appartementsrecht” entails the absolute use of separate parts of a building, or land, plus proportional ownership and common use of common parts. Maps are part of the Kadaster. Cadastral map data exists for the whole country."

Wat is een appartementsrecht en waarvoor is een splitsingsakte?
Een appartementsrecht ontstaat door een gebouw onder te verdelen in kleinere gebruiksruimten. Juridisch heet dat: splitsing in appartementsrechten. De notaris maakt een zogenoemde splitsingsakte op, waarbij een tekening hoort. Op die plattegrond worden de grenzen tussen de verschillende appartementen onderling en die van de gemeenschappelijke ruimten duidelijk aangegeven. Alle appartementseigenaren zijn dus samen ook eigenaar van het hele gebouw. Een bewoner mag als mede-eigenaar dan ook van alle gezamenlijke ruimten gebruik maken. Meestal zijn dit bijvoorbeeld een binnentuin, dakterras, trappenhuis of hal. Appartementsrechten kunnen verschillen in grootte en vorm. Zo kan het ook gaan om een park met vakantiewoningen of een groot complex met winkels en woningen. De splitsingstekening en de splitsingsakte worden samen in de openbare registers bij het Kadaster ingeschreven. Ze zijn voor iedereen op te vragen en in te zien. Deze documenten kunnen bijvoorbeeld bij misverstanden duidelijkheid verschaffen over wie de eigenaar is.
