包干制是指由业主向物业管理企业支付固定物业服务费用，盈余或者亏损均由物业管理企业享有或者承担。实行包干制的，物业服务费用的构成包括物业服务成本、法定税费和物业管理企业的利润。如遇物业管理服务费收入不足支付物业管理开支时，则由物业管理公司自行支付差额；如有盈余，则作为物业管理公司的收益。
Right now, I have 包干制 as "contract system" (please refer to this website: www.tdctrade.com/imn/03071703/management002.htm). I'm not 100% sure it is correct. I just came to another term 承包制 in the same text. If 包干制 and 承包制 should refer to two different systems, I'd say "contract system" is more for 承包制.... but what about 包干制?
